4、国务院同意，现将海南自由贸易港鼓励类产业目录（2024年本）（以下简称目录）印发你省，请遵照执行。WiththeapprovaloftheStateCouncil,theCatalogueofEncouragedIndustriesinHainanFreeTradePort(2024Edition)(hereinafterreferredtoasthe“Catalogue)isherebyissuedtoyouforyourcomplianceandimplementation.Duringtheimplementation,ifyoucannotaccuratelydeterminewhet

7、ftheactualcircumstancesofHainanProvince.为贯彻落实海南自由贸易港建设总体方案，稳步推进海南自由贸易港建设，结合海南省实际，制定本目录。ThisCatalogueconsistsoftwoparts:first,encouragedindustriesintheexistingnationalcatalogueofindustries;andsecond,newlyaddedencouragedindustriesinHainanFreeTradePort.本目录共包括两部分，一是全国性现有产业目录中的鼓励类产业，二是海南自由贸易港新增鼓励类产业。This

8、CatalogueshallapplytoenterprisesengaginginproductionandoperationactivitiesinHainanFreeTradePort,amongwhichforeign-fundedenterprisesshallbegovernedbytheCatalogueofIndustriesforEncouraging本目录适用于在海南自由贸易港生产经营的企业，其中外商投资企业按照鼓励外商投资产业目录执行。ForeignInvestment.ThisCatalogueshallcomeintoforceMarch1,2024,uponwhic

9、htheCatalogueofEncouragedIndustriesinHainanFreeTradePort(2020Version)shallberepealed.ThisCatalogueshallbesubjecttorevisionsinduetimeaccordingtotheconstructionneedsofHainanFreeTradePort.I.EncouragedIndustriesintheExistingNationalCatalogueofIndustries1. EncouragedindustriesintheCatalogueforGuidingIndu

10、stryRestructuring.2. IndustriesintheCatalogueofIndustriesforEncouragingForeignInvestment.Theabovecataloguesshallbethelatestrevisedversions.II.NewlyAddedEncouragedIndustriesinHainanFreeTradePort本目录自2024年3月1日起施行，海南自由贸易港鼓励类产业目录（2020年本）同步废止。根据海南自由贸易港建设需要，适时对本目录进行修订。一、全国性现有产业目录中的鼓励类产业（一）产业结构调整指导目录中的鼓励类产业
