4、iveBoard,orIMFmanagement.ABSTRACT:ThreeyearsaftertheCOVID-19crisis,employmentandtotalhoursworkedinEuropefullyrecovered,butaveragehoursperworkerdidnot.WeanalyzethedeclineinaveragehoursworkedacrossEuropeancountriesandfindthat(i)itisnotcyclicalbutpredominantlystructural,extendingalong-termtrendthatpred

5、atesCOVID-19,(ii)itmainlyreflectsreducedhourswithinworkergroups,notacompositionalshifttowardslower-hoursjobsandworkers,(iii)men-particularlythosewithyoungchildrenandyouthdrivethisdrop,(iv)declinesinactualhoursmatchdeclinesindesiredhours.Policyreformscouldhelpinvoluntarypart-timersandwomenwithyoungch
