9、为做好海南自由贸易港“零关税”进口车辆和船舶享惠企业管理和服务工作，倡导诚信、惩戒失信，营造行业健康发展环境，根据海南自由贸易港社会信用条例国务院关于建立完善守信联合激励和失信联合惩戒制度加快推进社会诚信建设的指导意见（国发（2016）33号）、海南自由贸易港“零关税进口交通工具及游艇管理办法（试行）（琼府（2023）44号）（以下简称管理办法）等要求，制订本办法。笫二条本办法适用于按照管理办法享受“零关税车辆、船舶和游艇进口资格的企业（以下简称享惠企业）。第三条海南省交通运Article 3 TheDepartmentofTransportofHainanProvincesha1.1.ber

11、conductedbytransportation,customs,maritime,taxation,pub1.icsecurityandotherdepartmentsinaccordancewiththeAdministrativeMeasuresco1.1.ectedforthecreditratingsofe1.igib1.eenterprisesisrecordedintheRegu1.ationSystemfortheImportofMeansofTransportandYachtsSubjecttouZeroTariff(hereinafterreferredtoastheRe

12、gu1.ationSystem)orexchangedthroughsystemdata.Artic1.e5A1.1.regu1.atorydepartmentssha1.1.,undertheprincip1.esoffaci1.itatingtheenterprisesactingingoodfaithandcomp1.yingwith1.awsandpunishingthoseactinginbadfaithorvio1.ating1.aws,comp1.iancewith1.awsandregu1.ations,andfairnessandopenness,joint1.yimp1.e

13、menttheincentivesforhonestyandpunishmentfordishonestyfore1.igib1.eenterprises,andadvanceinformationsharing,mutua1.recognitionofregu1.ation,andmutua1.assistancein1.awenforcement.输厅负责享惠企业信用评价工作，并按照本办法规定的标准和程序将享惠企业确定为A,B、C,D四个等次，分别为信用最好.信用较好、信用一般、信用较差。第四条享惠企业信用评价采集交通、海关、海事、税务、公安等部门按照管理办法实施监管的信息，在“零关税进口

14、交通工具及游艇监管系统（以下简称监管系统）记录或通过系统数据交换监管信息。第五条各监管部门按照诚信守法便利、失信违法惩戒、依法依规、公正公开原则，联合对享惠企业实施守信激励和失信惩戒，推进信息共享、监管互认、执法互助。ChapterI1.Co1.1.ectionandConsu1.tationofCredit第二章Information询信用信息采集与查Artic1.e6Thecreditinformationofe1.igib1.eenterprisesco1.1.ectedsha1.1.inc1.udethefo1.1.owinginformation:第六条享惠企业信用信息的采集应包括下

15、列信息：（-享惠企业相关行政许可信息；(1) Administrative1.icensinginformationre1.atedtoe1.igib1.eenterprises.(2) Theregu1.atoryinformationrecordedintheRegu1.ationSystemorexchangedandtheincentiveandpunishmentinformationre1.atedtoe1.igib1.eenterprisesinthefie1.dofimportofmeansoftransportandyachtssubjecttozerotariff.(3)
