9、rcycleprogramme.HeisalsoamemberoftheinternationalsciencesteeringcommitteefortheArcticZSubarcticOceanFluxes(ASOF)programme.报告人简介：(三)关大博现任英国东英吉利亚大学国际发展学院教授，剑桥大学圣艾蒙德学院资深研究员。他长期致力于研究气候变化的成因、影响及应对措施，分析温室气体排放的驱动因素并探讨全球和国家的低碳及低资源消耗的可持续发展路径。在国际环境领域的高影响因子额SCI杂志上发表了70余篇学术论文。在Nature,NatureClimateChange及PNAS上共发

10、表5篇学术论文，及包括SCienCe内的顶级期刊上发表另外5篇信件及评论性文章。关大博与合作者发表的文章获得EnvironmentalScience&Technology2007年度最优政策性论文。与合作者在不同年份共获得3次LeontiefPrizeo2014年发表在PNAS的论文获得Cozzarelli奖.鉴于关大博在环境经济领域做出的突出学术贡献，英国LeverhulmeTrust授予关大博PhiliPLeVerhUIme奖，奖金7万英镑。关大博还担任了政府间气候变化委员会(IPCC)第五次报告的领衔作者(LeadAUthor),负责第三工作组第14章(区域发展与合作)中从消费视角进行国

11、际区域间碳排放核算及发展中国家和发达国家直接的隐含碳流动分析。报告人简介：（四）马柱国现供职于中国科学院大气物理研究所，担任中国科学院东亚区域气候-环境重点实验室主任，全球变化国家重大研究计划“973”项目首席科学家。主要从事全球变化及气候变化问题的研究，研究兴趣集中在区域气候的分析及模拟、区域模式的发展和应用、地表水分过程对气候变化的影响、全球及区域干旱化的检测和形成机理、城市化对气候变化影响等方面。兼任科学院和教育部多个重点实验室学术委员会委员，是大气科学等多个期刊的编委。主持完成的项目有“973”项目课题2项、国家自然科学基金重点项目1项，基金委面上项目3项公益性行业专项项目2项、科学院知识创新工程重要方向项目2项。完成和发表论文共计90余篇，与他人合作著作三部，其中关于干旱化问题研究的成果被第四次IPCC报告引用。2004年获得科学技术部重大基础研究计划“973”项目先进个人。
