国家计量技术规范管理办法MeasuresfortheAdministrationofNationalMetrologicalTechnicalSpecifications制定机关：国家市场监督管理总局发文字号：国家市场监督管理总局令第89号公布日期：2024.03.08施行日期：2024.05.01效力位阶：部门规章法规类别：计量综合规定IssuingAuthority：StaleAdministrationforMarketRegulationDocumentNumber：OrderNo.89oftheStateAdministrationforMarketRegulationDateIssued：03-08-2024EffectiveDate：05-01-20241.evelofAuthority：DepartmentalRulesAreaof1.aw:GeneralProvisionsonMeasurementMeasuresfortheAdministrationofNationalMetrologicalTechnicalSpecifications国家计量技术规范管理办法(IssuedbyOrderNo.89oftheStateAdministrationforMarketRegulationonMay8,2024andshallcomeintoforceonMay1,2024)（2024年3月8日国家市场监督管理总局令第89号公布自2024年5月1日起施行）ChapterIGeneralProvisions第一章总则Article1Forthepurposesofstrengtheningtheadministrationofnationalmetrologicaltechnicalspecifications,andguaranteeingtheunityofthenationalsystemofmeasurementunitsandtheaccuracyandreliabilityofthequantityvalue,theseMeasuresaredevelopedinaccordancewiththeMetrology1.awofthePeople,sRepublicofChinaandotherrelevantlawsand第一条为了加强国家计量技术规范的管理，保障国家计量单位制的统一和量值的准确可靠，根据中华人民共和国计量法等有关法律、行政法规，制定本办法。第二条国家计量技术规范的立项、制定、批准发布、实施以及监督管理，适用本办法。第三条本办法所称国家计量技术规范，是指由国家市场监督管理总局（以下简称市场监管总局）组织制定并批准发布，在全国范围内实施的计量技术规范，包括国家计量检定系统表、国家计量检定规程、国家计量器具型式评价大纲、国家计量校准规范以及其他国家计量技术规范。第四条市场监管总局统一管理国家计量技术规范，负责国家计量技术规范的立项、组织制定、批准发布、组织实施及监督管理。第五条制定国家计量技术规范应当有利于提升量值传递与溯源能力、支撑计量管理、促进科技创新、推动产业发展、便利经贸往来、实施国家战略。administrativeregulations.Article2TheseMeasuresshallapplytotheprojectestablishment,development,approval,issuance,implementation,supervisionandadministrationofnationalmetrologicaltechnicalspecifications.Article3Theterm“nationalmetrologicaltechnicalSpecificationsnasmentionedintheseMeasuresreferstothemetrologicaltechnicalspecificationsdeveloped,approvedandissuedbytheStateAdministrationforMarketRegulation(uSAMRn)andimplementedthroughoutthecountry,includingthenationalmetrologicalverificationsystemtable,thenationalmetrologicalverificationregulations,thenationaltypeevaluationoutlineformetrologicalinstruments,thenationalmetrologicalcalibrationspecificationsandothernationalmetrologicaltechnicalspecifications.Article4TheSAMRshalluniformlyadministerthenationalmetrologicaltechnicalspecifications,andberesponsiblefortheprojectestablishment,organizationofdevelopment,approvalandissuance,organizationofimplementationandsupervisionandadministrationofthenationalmetrologicaltechnicalspecifications.Article5Thedevelopmentofnationalmetrologicaltechnicalspecificationsshallbeconducivetoimprovingthecapacityofquantitytransmissionandtraceability,supportingmetrologicalmanagement,promotingscientificandtechnologicalinnovation,promotingindustrialdevelopment,facilitatingeconomicandtradeexchanges,andimplementingnationalstrategies.Article6Thedevelopmentofnationalmetrologicaltechnicalspecificationsshallcomplywiththeprovisionsofrelevantlawsandadministrativeregulationsofthestateandthedepartmentalrules,andhavespecificscopeofapplication,scientificandreasonablerequirements,andtakeintoaccountthefeasibilityofoperationandtheeconomicalefficiencyofimplementation;andshallbeopenandtransparent,andextensivelysolicittheopinionsofallpartiesduringthewholeprocess,exceptforitemsthatreallyneedtobekeptconfidential.Article7TheadoptionofinternationalmetrologicalspecificationsissuedbytheOrganizationInternationaledeMetrologie1.egale(uOIM1.)andinternationaltechnicaldocumentsissuedbyrelevantinternationalorganizationsshallbeactivelypromoted.Theadoptionofinternationalmetrologicaltechnicalspecificationsshallcomplywiththerelevantnationallawsandregulations,undertheprinciplesofcombiningnationalconditionsandfocusingonpracticalresults.第六条制定国家计量技术规范应当符合国家有关法律、行政法规和部门规章的规定，应当适用范围明确，各项要求科学合理，并兼顾操作的可行性及实施的经济性；除确需保密的项目外，全过程应当公开、透明，广泛征求各方意见。第七条积极推动采用国际法制计量组织（OIM1.）发布的国际计量规范及有关国际组织发布的国际技术文件。采用国际计量技术规范，应当符合国家有关法律法规，坚持结合国情、注重实效的原则。第八条市场监管总局组织建立全国专业计量技术委员会、分技术委员会（以下统称技术委员会），承担国家计量技术规范的立项评估、组织起草、征求意见、技术审定、实施效果评估、复审和宣传贯彻工作，承担归口国家计量技术规范的解释工作。Article8TheSAMRshallorganizetheestablishmentofthenationalprofessionalmetrologytechnicalcommitteeandsub-technicalcommittee(hereinafterreferredtoasthe"technicalcommittees),whichundertaketheprojectevaluation,organizationofdrafting,requestingofopinions,technicalapproval,implementationeffectevaluation,reviewandpublicityandimplementationofthenationalmetrologicaltechnicalstandards,andundertakethecentralizedinterpretationofthenationalmetrologicaltechnicalstandards.TheSAMRmay,accordingtotheworkneeds,designatetherelevantnationalindustrialmetrologyandtestingcenter,thenationalprofessionalmetrologystationandotherinstitutionstoundertaketherelevantworkspecifiedintheprecedingparagraph.Ifnecessary,theSAMRmaydirectlyorganizethedraftingofnationalmetrologicaltechnicalspecifications.Article9Advancedandleadingdepartmental,industrialandlocalmetrologicaltechnicalspecificationsthathavesoundimplementationeffectsandneedtobepromotedandimplementednationwidemaybeapprovedandissuedintheformofnationalmetrological
