国际船舶疫情防控告船长书致国际船舶船长/大副：欢迎您来到广州港！按照中国政府有关国际船舶新冠疫情防控的法律法规和政策要求，港口需要做好国际船舶在港期间的疫情防控，防止疫情输入，请贵轮配合做好以下疫情防控措施。一、船舶抵港前要求1、需申报过去一个月内挂靠过的港口、有来自或经过疫情严重地区的新上船员，相关信息资料由船代提交给港口主管部门（具体疫情严重地区以口岸管理部门的最新公布为准）。2、抵港前的2个星期，对全员进行体温测量和健康状况排查，每天早上十点前把报告发给代理，相关信息资料由船代提交给港口主管部门。3、如有船员咳嗽、发热等身体异常情况，由船代及时报告广州港主管部门，获得批准同意，方可安排进港。二、锚地停泊期间1、加强梯口管理工作。停泊期间原则上不予船员离船上岸，非船上人员必须经船代确认并报港口主管部门批准方可登轮。海关完成卫生检疫前，除引航员和经海关许可的人员外，其他人不准上下船，不准装卸行李、货物、邮包等物品。2、登轮作业人员在港口批准后可以登轮，船方务必须做好相关的登记，并核查三天内有效的核酸阴性证明、接种疫苗的证明，测量体温，戴口罩、穿防护衣戴防目镜和手套等，在登轮后，不能进生活区，和船员保持距离，不能在船上用餐、用厕和居住等，如不符合条件，要拒绝人员登轮。3、船舶在锚地作业期间船员不得离开船舶生活区，靠近港口人员作业区。外出生活区甲板、过道上的船员必须戴口罩。港口工作人员上下船、作业期间，船员不得靠近港口工作人员，必须保持较远距离或者全部进入船舱内。4、作业交接。船方与港口的业务沟通全部采用线上方式,如有特殊需要单据交接，必须采用密封袋，在室外采取非接触式交接，并进行消毒处理。5、起锚前。提前1小时提供全体船员体温等健康信息给船代，如有异常情况请立即通知船代，由船代通知港口主管部o三、码头停泊期间要求1、停靠期间原则上不予船员离船上岸，船上作业期间不得离开船舶生活区，靠近港口人员作业区。2、停靠期间，外出甲板、过道上的船员必须戴口罩。港口工作人员上下船、作业期间，船员不得靠近港口工作人员，必须保持较远距离或者全部进入船舱内。3、作业交接。船方与港口的业务沟通全部采用线上方式,如有特殊需要单据交接，必须采用密封袋，在室外采取非接触式交接，并进行消毒处理。4、离泊码头前。提前1小时提供全体船员体温等健康信息给船代，如有异常情况请立即通知船代，由船代通知港口主管部门。四、其他疫情防控要求请船方随时留意中国政府和港口的相关最新通知要求。以上疫情防控要求，请船方严格遵守，否则港口主管部门将停止所有港口服务。谢谢合作！（单位）2022年月日ArrangementforPrevention&ControlofNCPinGuangzhouPort(LettertotheCaptain)DearCaptain/ChiefOfficer,WelcometoGuangzhouPort!AccordingtotherelatedpreventionandcontrolofpneumoniacausedbynovelCoronavirus(NCP)policyregardinginternationalvesselsformulatedbytheChinesegovernment,GuangzhouPortisliabletoobeyitandpreventtheimportedNCPcases.InordertostrengthenthepreventionandcontrolofNCPandeffectivelyblockthespreadoftheepidemic,pleasecooperatetodothefollowings:1. Requirementsduringanchorage1) Enhancethemanagementofentryofvessel.AfterarrivingatGuangzhouport,nocrewshallleavethevesselwithoutpermissionunlessinspecialcircumstances.Nonvesselpersonnelmustbeconfirmedbytheshippingagentandreportedtotheportauthorityforapproval.2) Theattendancesmustgrantthepermitfromtheportauthorityfirst,andtheshipsidemusttakerecordoftheirbodytemperature,checktheirNATnegativereportwithin72hours,thevaccinationcert.Theattendancesmustwearmasks,goggles,glovesandprotectivesuits,andarenotallowedtoenterthecrews,livingarea,orhavingdinneronship,defecation,accommodationetc.Iftheycannotmeettheserequirements,theshipsidehastherighttorefusethemtoboard.3) Duringtheoperationoftheshipatanchorage,thecrewmembersshallnotleavethelivingareaorapproachtheportpersonnel'soperatingarea.Thecrewonthelivingdeckandaislemustwearmasks.Duringthedisembarkationandoperationoftheportstaff,thecrewshallnotbeclosetotheportstaff,andmustkeepacertaindistanceorenterthecabinoftheship.4) Assignmenthandover.Thebusinesscommunicationbetweentheshipandtheportisallonline.Ifthereisaspecialneedfordocumenttransfer,sealedbagsmustbeused,andshallhappenvianon-contacttransferoutdoorswithdisinfection.5) Beforeheavingupanchor.Pleaseprovidehealthinformationsuchasbodytemperatureofallcrewmemberstotheshippingagentonehourinadvance.Ifthereisanyabnormality,pleasenotifytheshippingagentimmediately,andtheshippingagentwillnotifytheportauthority.3.
