ShyingAwayfromInvestmentinManEconomistshavelongknownthatpeopleareanimportantpartofthewealthofnations.Measuredbywhatlaborcontributestooutput,theproductivecapacityofhumanbeingsisnowvastlylargerthanallotherformsofwealthtakentogether.Whateconomistshavenotstressedisthesimpletruththatpeopleinvestinthemselvesandthattheseinvestmentsareverylarge.Althougheconomistsareseldomtimidinenteringonabstractanalysisandareoftenproudofbeingimpractical,theyhavenotbeenboldincomingtogripswiththisformofinvestment.Whenevertheycomeevenclose,theyproceedgingerlyasiftheyweresteppingintodeepwater.Nodoubttherearereasonsforbeingwary.Deep-seatedmoralandphilosophicalissuesareeverpresent.Freemenarefirstandforemosttheendtobeservedbyeconomicendeavor;theyarenotpropertyormarketableassets.Andnotleast,ithasbeenalltooconvenientinmarginalproductivityanalysistotreatlaborasifitwereauniquebundleofinnateabilitiesthatarewhollyfreeofcapital.Themerethoughtofinvestmentinhumanbeingsisoffensivetosomeamongus.1Ourvaluesandbeliefsinhibitusfromlookinguponhumanbeingsascapitalgoods,exceptinslavery,andthisweabhor.Wearenotunaffectedbythelongstruggletoridsocietyofindenturedserviceandtoevolvepoliticalandlegalinstitutionstokeepmenfreefrombondage.Theseareachievementsthatweprizehighly.Hence,totreathumanbeingsaswealththatcanbeaugmentedbyinvestmentrunscountertodeeplyheldvalues.Itseemstoreducemanonceagaintoamerematerialcomponent,tosomethingakintoproperty.Andformantolookuponhimselfasacapitalgood,evenifitdidnotimpairhisfreedom,mayseemtodebasehim.NolessapersonthanJ.S.MillatonetimeinsistedthatthepeopleofacountryshouldnotbeIoOkeduponaswealthbecausewealthexistedonlyforthesakeofpeople15.ButsurelyMillwaswrong;thereisnothingintheconceptofhumanwealthcontrarytohisideathatitexistsonlyfortheadvantageofpeople.Byinvestinginthemselves,peoplecanenlargetherangeofchoiceavailabletothem.Itisonew
