JointlyBuildaCommunitywithaSharedFutureinCyberspaceTheStateCouncilInformationOfficeofthePeople'sRepublicofChinaNovember2022ContentsPrefaceI .BuildingaCommunitywithaSharedFutureinCyberspaceIsEssentialintheInformationAgeII DevelopmentandManagementoftheInternetinChinaIILChina,sContributiontoBuildingaCommunitywithaSharedFutureinCyberspaceIV.China,sProposalsonCreatingaCommunitywithaSharedFutureinCyberspaceConclusionPrefaceTheinternetisanimportanthumanachievementandasymbolofthearrivaloftheinformationage.Asanewroundoftechnologicalrevolutionandindustrialtransformationaccelerates,theinternethasturnedtheworldintoaglobalvillage,andtheinternationalcommunityisbecomingmoreandmoreinterconnected,withasharedfuturebecomingmoreapparent.Itistheresponsibilityofallofhumanitytodevelop,use,andmanagetheinternetwellandmakeitmorebeneficialtomankind.SinceChinagainedfullaccesstotheinternet,ithasalwaysbeencommittedtopromotinginternetdevelopmentandgovernance.Sincethe18thNationalCongressoftheCommunistPartyofChina(CPC)in2012,theCPCCentralCommitteewithComradeXiJinpingatthecorehasadheredtothephilosophyofpeople-centereddevelopmentandattachedgreatimportancetotheinternet.Chinaengagesinvigorousdevelopment,activeuse,andeffectivegovernanceoftheinternet,andhasmadehistoricprogressinrelevantundertakings.HundredsofmillionsofChinesepeoplehaveagreatersenseofgainfromsharingtheachievementsofinternetdevelopment,andhavecontributedtobuildingapeaceful,secure,open,cooperativeandorderlycyberspace.Withtherapiddevelopmentoftheinternet,thegovernanceofcyberspaceisfacingevermoreprominentproblems.GeneralSecretaryXiJinpinghasproposedtheimportantconceptofbuildingacommunitywithasharedfutureincyberspace,andelaboratedaseriesofmajorprinciplesandproposalsforglobalinternetdevelopmentandgovernance.Hisproposalconformstothedevelopmenttrendsoftheinformationageandofhumansociety.Itrespondstotherisksandchallengesfacingcyberspace,demonstratestheCPCcommitmenttocontributingtohumanprogressandworldharmony,andreinforcesChina,ssinceredesiretostrengtheninternetdevelopmentandgovernancecooperationwithothercountries.Inthenewera,China,sinternationalcooperationincyberspace,underthevisionofbuildingacommunitywithasharedfutureincyberspace,hascontinuedtoachievenewprogress,newbreakthroughs,andnewprospects.ThiswhitepaperintroducesChina,svisionofinternetdevelopmentandgovernanceintheneweraanditsactions,sharesitsachievementsinpromotingthebuildingofacommunitywithasharedfutureincyberspace,andoutlinestheprospectsforinternationalcooperation.I.BuildingaCommunitywithaSharedFutureinCyberspaceIsEssentialintheInformationAgeInterconnectionisthebasicnatureofcyberspace.Sharingandco-governanceisthecommonvisionofinternetdevelopment.Withtherapiddevelopmentofglobalinformationtechnology,theinternethaspenetratedintoallaspectsofhumanlifeandwork.Asaconsequence,humanityisincreasinglyconfrontedwithdevelopmentandsecuritychallengesincyberspace,whichmustbeaddressedthroughjointefforts.1. AcommunitywithasharedfutureincyberspaceisanimportantpartofaglobalcommunityofsharedfutureTheworldispresentlyundergoingaperiodofprofoundchangesonascaleunseeninacentury.Anewrevolutioninscience,technologyandindustryisgainingmomentum.TheCovid-19epidemichashadafar-reachingimpact,whiletheforcesofunilateralism,protectionism,andoppositiontoglobalizationareontherise.Theworldeconomicrecoveryissluggish,frequentregionalconflictsandturmoilerupt,andglobalproblemsareintensifying.Theworldhasenteredanewperiodofturbulenceandchange.Problemswiththeinternetsuchasunbalanceddevelopment,unsoundregulation,andunreasonableorderarebecomingmoreprominent.Cyber-hegemonismposesanewthreattoworldpeaceanddevelopment.Certaincountriesareexploitingtheinternetandinformationtechnologyasatooltoseekhegemony,interfereinothercountries,internalaffairs,andengageinlarge-scalecybertheftandsurveillance,raisingtheriskofconflictincyberspace.Somecountriesattempttodecouplewithothers,andcreateschismandconfrontationincyberspace.Theincreasinglycomplexcybersecuritysituationcallsformorejust,reasonableandeffectivecyberspacegovernance.Globalthreatsandchallengesincyberspacenecessitatestrongglobalresponses.Chinaistheworld,slargestdevelopingcountryandthecountrywiththelargestnumberofinternetusers.Itunderstandstheunderlyingtrendsoftheinformationage;upholdsapeople-centeredapproach;andsupportsglobalgovernancebasedonextensiveconsultation,jointcontribution,andsharedbenefits.Chinainsiststhatthebuildingofacommunitywithasharedfutureincyberspaceshouldbebasedonmultilateralandmultipartyparticipationandconsultation,respectforcybersovereignty,andaspiritofpartnership;andtheinternationalcommunityshouldbeencouragedtoexpandpragmaticcooperationandjointlydealwithassociatedrisksandchallenges.ThegoalofbuildingacommunityWithasharedfutureincyberspaceconformstothedevelopmentsoftheinformationageandmeetstheneedsandexpectationsofthepeoplethroughouttheworld.ItisaplanthatChinacontributestotheglobaleffortstopromotethedevelopmentandgovernanceofcyberspaceonthebasisofrespectingcybersovereignty.
