企业标准化促进办法MeasuresforthePromotionofEnterpriseStandardization【制定机关】国家市场监督管理总局【发文字号】国家市场监督管理总局令第83号【施行日期】 【效力位阶】 【法规类别】【公布日期】2023.08.312024.01.01部门规章企业标准化管理Issuingauthority:InstrumentalitiesoftheStateCouncil,AllAdministrationsjStateAdministrationforMarketRegulationDocumentNumber：OrderNo.83oftheStateAdministrationforMarketRegulationDateissued：08-31-2023Effectivedate：01-01-20241.evelofAuthority：DepartmentalRulesAreaofLaw：StandardizationAdministration,CertificationandAccreditation企业标准化促进办法MeasuresforthePromotionofEnterpriseStandardization（2023年8月31日国家市场 监督管理总局令第83号公布 自2024年1月1日起施行）第一条为了引导企业 加强标准化工作，提升企业标 准化水平，提高产品和服务质 量，推动高质量发展，根据中 华人民共和国标准化法，制 定本办法。(IssuedbyOrderNo.83oftheStateAdministrationforMarketRegulationonAugust31,2022andcomingintoforceonJanuary1,2024)第二条企业标准的制 定、公开以及企业标准化的促 进、服务及其监督管理等工 作，适用本办法。Article1TheseMeasuresaredevelopedinaccordancewiththeStandardizationLawofthePeople,sRepublicofChinatoguideenterprisestostrengthenthestandardizationwork,raisetheirstandardizationlevel,improvethequalityoftheirproductsandservices,andpromotehigh-qualitydevelopment.箪二& 企Vlz标准尾企Article2TheseMeasuresshallapplytosuchworkasthedevelopmentandpublicdisclosureofenterprisestandardsandthepromotionofenterprisestandardization,servicestherefor,andthesupervisionandadministrationthereof.rtinA3FntArnrisAstandardsaathstandardsdevelopedbyanenterpriseforthetechnicalrequirements,managementrequirements,andworkrequirementsthatneedtobecoordinatedandunifiedwithinthescopeoftheenterprise.Article4Enterprisestandardizationshalladheretotheprinciplesofgovernmentguidance,enterpriseautonomy,innovation-driven,andqualityimprovement.Article5Thebasictasksofenterprisestandardizationaretoimplementstandardizationlawsandregulationsaswellasstandardizationoutlines,plans,andpolicies;implementandparticipateinthedevelopmentofnationalstandards,industrystandards,localstandards,andgroupstandards,andgivefeedbackonimplementationofstandards;developandimplemententerprisestandards;improvetheenterprisestandardsystem,guideemployeestoconsciouslyparticipateintheimplementationofstandards,conductinternalsupervisionoftheimplementationofstandards,andcontinuouslyimprovetheimplementationofstandardsandstandardization-relatedtechnicalactivities,amongothers.Enterprisesareencouragedtoestablishandimprovestandardizationworkrules,assignfull-timeandpart-timestandardizationpersonnel,promotetheapplicationofstandardizationmethodsinproduction,operation,andmanagement,carryoutstandardizationpublicityandtraining,enhancestandardizationcapabilities,andparticipateinthedevelopmentofinternationalstandards.业对企业范围内需要协调、统 一的技术要求、管理要求和工 作要求所制定的标准。第四条企业标准化工 作应当坚持政府引导、企业主 体、创新驱动、质量提升的原 则。第五条企业标准化工 作的基本任务是执行标准化 法律、法规和标准化纲要、规 划、政策；实施和参与制定国 家标准、行业标准、地方标准 和团体标准，反馈标准实施信 息；制定和实施企业标准；完 善企业标准体系，引导员工自 觉参与执行标准，对标准执行 情况进行内部监督，持续改进 标准的实施及相关标准化技 术活动等。鼓励企业建立健全标准化工 作制度，配备专兼职标准化人 员，在生产、经营和管理中推 广应用标准化方法，开展标准 化宣传培训，提升标准化能 力，参与国际标准制定。般大冬旦的以卜人生Article 6 ThAAtAndardizAtinnAndrAAvantadministrationsofthepeople'sgovernmentatorabovethecountylevelshall,accordingtothedivisionofduties,strengthentheguidanceandsupervisionofenterprisestandardization,improvepoliciesandmeasures,andformajointpromotionworkmechanism.Article 7 Enterprisesshallmanufactureproductsandprovideservicesaccordingtostandards.Compulsorystandardsmustbeimplemented,andenterprisesshallnotmanufacture,sell,import,orprovideproductsorservicesnotmeetingcompulsorystandards.Enterprisesareencouragedtoimplementvoluntarystandards.Iftherearenorelevantstandardsforenterprises'manufacturingofproductsandprovisionofservices,enterprisestandardsshallbedeveloped.Article 8 Thedevelopmentofenterprisestandardsshallcomplywiththerequirementsoflaws,regulations,andcompulsorystandards.Thedevelopmentofenterprisestandardsshallbeconducivetotheimprovementofeconomic,social,quality,andecologicalbenefits,andthestandardsshallbetechnicallyadvancedandeconomicallyrational.政府标准化行政主管部门、有 关行政主管部门应当按照职 责分工，加强对企业标准化工 作的指导和监督，完善政策措 施，形成合力推进的工作机 制。第七条企业应当依据 标准生产产品和提供服务。强制性标准必须执行，企业不 得生产、销售、进口或者提供 不符合强制性标准的产品、服 务。鼓励企业执行推荐性标 准。企业生产产品和提供服务没 有相关标准的，应当制定企业 标准。第八条制定企业标准 应当符合法律法规和强制性 标准要求。制定企业标准应当有利于提 高经济效益、社会效益、质量 效益和生态效益，做到技术上 先进、经济上合理。鼓励企业对标国际标准和国 内外先进标准，基于创新技术 成果和良好实践经验，制定高 于推荐性标准相关技术要求 的企业标准，支撑产品质量和 服冬水平樨升一Enterprisesareencouragedtodevelopenterprisestandardsthatarestricterthantherelevanttechnicalrequirementsofvoluntarystandardsinlinewithinternationalstandardsanddomesticandoverseasadvancedstandardsandbasedoninnovativetechnologicalachievementsandgoodpracticalexperience,tosupporttheimprovementofproductqualityandservicelevel.Article 9 Theproceduresforthedevelopmentofenterprisestandardsshallgenerallyincludeprojectinitiation,drafting,requestsforcomments,examination,approvalandissuance,review,andrepeal.Article 10 Whereanenterpriseneedstorefertoorcitematerialsinthedevelopmentofstandards,itshallcomplywiththerelevantprovisionsofthestateonintellectualpropertyrights.Referenceorcitationofinternationalstandardsanddomesticandoverseass
