TheStandingCommitteeoftheNationalPeople'sCongressshallconducttherecordationreviewworkinaccordancewiththelaw,adheretobeingguidedbytheXiJinpingThoughtonSocialismwithChineseCharacteristicsinaNewEra,implementtheXiJinpingThoughtontheRuleofLaw,upholdtheeffectiveunityofParty'sleadership,therunningofthecountrybythepeople,andlaw-basedgovernanceofChina,ensurethatallrelevantdocumentsundergorecordationformalities,alldocumentssubmittedforrecordationarereviewed,andallerrorsfoundduringthereviewarecorrected,effectivelyensuretheimplementationofthedecisionsandarrangementsmadebytheCPCCentralCommittee,ensuretheimplementationoftheConstitutionandlaws,protectthelawfulrightsandinterestsofcitizens,legalpersonsandotherorganizations,upholdtheunityoftheChina'slegalsystem,andpromotethelaw-basedgovernanceofChinaonallfronts.II. Ensuringthatallrelevantdocumentsundergorecordationformalities.Administrativeregulations,oversightregulations,localregulations,autonomousregulationsandseparateregulationsofautonomousprefecturesandautonomouscounties,regulationsonspecialeconomiczones,regulationsonthePudongNewArea,regulationsontheHainanFreeTradePort(hereinaftercollectivelyreferredtoasregulations),andinterpretationsonspecificapplicationoflawintrialorprocuratorialworkasdevelopedbytheSupremePeople'sCourtortheSupremePeople'sProcuratorate(hereinaftercollectivelyreferredtoas'Judicialinterpretations*')shallbesubmittedtotheStandingCommitteeoftheNationalPeople'sCongressforrecordationinaccordancewiththelaw.III. Strengtheningtherecordationwork.AregulationorjudicialinterpretationshallbesubmittedtotheStandingCommitteeoftheNationalPeople'sCongressforrecordationwithin30daysfromthedateofissuance.Whenadocumentissubmittedforrecordation,bothpaperandelectronicversionsoftherecordationdocumentshallbesubmitted.TheGeneralOfficeoftheStandingCommitteeoftheNationalPeople'sCongressshallberesponsiblefortherecordationofregulationsandjudicialinterpretationsandconductformalreviewofrecordationdocuments.ThedocumentsthatmeettherecordationrequirementsshallberegisteredandarchivedandbesenttorelevantspecializedcommitteesandtheworkingbodiesoftheStandingCommitteeoftheNationalPeople'sCongressforreviewaccordingtothedivisionoftheirrespectivefunctions.Thedocumentsthatfailtomeettherecordationrequirementsshallbereturned,berequiredtoberesubmittedafterbeingsupplementedorcorrected,orbeotherwisedealtwith.TheGeneralOfficeoftheStandingCommitteeshallconductsupervisoryinspectionsonthesubmissionbytheauthoritiessubmittingthedocuments,andcirculateanoticeofcriticismofanyconcealment,delayoromissioninsubmissionandothercircumstances.IV. Ensuringthatalldocumentssubmittedforrecordationarereviewed.Theworkingmechanismforreviewshallbeimprovedaccordingtotherequirementthatalldocumentssubmittedforrecordationshallbereviewed,thecontentofreviewshallbespecified,reviewproceduresshallbestandardized,andthereviewshallbeconductedinaccordancewiththelawbycomprehensivelyusingmethodssuchasreviewuponrequest,proactivereview,specialreview,transferforreview,andjointreview.主、依法治国有机统一，实行有件 必备、有备必审、有错必纠，切实 保证党中央决策部署贯彻落实，保 障宪法和法律实施，保护公民、法 人和其他组织的合法权益，维护国 家法制统一，推进全面依法治国。二、坚持有件必备。行政法 规、监察法规、地方性法规、自治 州和自治县的自治条例和单行条 例、经济特区法规、浦东新区法 规、海南自由贸易港法规（以下统 称法规）以及最高人民法院、最高 人民检察院作出的属于审判、检察 工作中具体应用法律的解释（以下 统称司法解释
