Guidingideology.GuidedbyXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,XiJinpingThoughtontheRuleofLawshallbethoroughlystudiedandimplemented;thespiritofthe20thCPCNationalCongressshallbefullyimplemented;thedecisivesignificanceofthetTwoEstablishments(establishmentofbothComradeXiJinping'scorepositionontheCPCCentralCommitteeandintheCPCasawholeandtheguidingroleofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra)''shallbedeeplyunderstood;thettFourConsciousnesses(maintainingpoliticalintegrity,thinkinginbig-pictureterms,followingtheleadershipcore,andkeepinginalignmentwiththecentralPartyleadership)5'shallbeenhanced,the“FourConfidences(confidenceinthepath,theory,system,andcultureofsocialismwithChinesecharacteristics)shallbebolstered,andthettTwoUpholds(resolutelyupholding提升行政执法质量三年行动计划（20232025年）行政执法是行政机关履行政府职能、管理经济社会事务的重要方式，行政执法质量直接关系法治政府建设成效。为深入贯彻落实法治政府建设实施纲要（20212025年），全面提升行政执法质量和效能，制定本计划。一、总体要求（一）指导思想。以习近平新时代中国特色社会主义思想为指导，深入学习贯彻习近平法治思想，全面贯彻落实党的二十大精神，深刻领悟“两个确立”的决定性意义，增强“四个意识"、坚定'四个自信”、做到“两个维护”，以提升行政执法质量和效能为目标，着力提高行政执法队伍能力素质，规范行政执法行为，完善行政执法体制机制，强化行政执法监督问责，全面推进严格规范公正文明执法，防止不作为乱作为，更好保护人民群众合法权益，维护公平竞争市场秩序，加快推进法治政府建设。GeneralSecretaryXiJinping'scorepositionontheCPCCentralCommitteeandintheCPCasawholeandresolutelyupholdingtheCPCCentralCommittee'sauthorityanditscentralizedandunifiedleadership)“shallbeachieved;andwiththeobjectiveofimprovingthequalityandefficiencyofadministrativelawenforcement,effortsshallbeconcentratedonimprovingthecapabilitiesandqualityofadministrativelawenforcementteams,regulatingadministrativelawenforcementacts,improvingtheadministrativelawenforcementsystemsandmechanisms,andenhancingadministrativelawenforcementsupen,isionandaccountabilitytocomprehensivelypromotestrict,procedure-based,impartial,andcivillawenforcement,preventnonfeasanceandmalfeasance,belterprotectthelegitimaterightsandinterestsofthepeople,maintainthemarketorderoffaircompetitionandacceleratethebuildingalaw-basedgovernment.（二）工作原则。坚持党的领导，把坚持和加强党的领导 贯穿于行政执法工作的全过程和各方面。坚持执法为民， 努力让人民群众在每一个执法行为中都能看到风清气正、 从每一项执法决定中都能感受到公平正义。坚持问题导 向，聚焦重点领域行政执法中存在的突出问题，查找根 源，切实解决。坚持注重实效，立足基层行政执法实际， 增强措施的针对性和实效性，稳步提升行政执法质量。坚 持统筹协调，着力增强系统性、整体性、协同性，推动行 政执法与政府管理其他各项工作协调发展。2. Workingprinciples.TheParty'sleadershipshallbeadheredtobeupheldandbestrengthenedthroughoutthewholeprocessandinallaspectsofadministrativelawenforcement.Lawenforcementforthegoodofthepeopleshallbeadheredto,andeffortsshallbemadetoenablethepeopletoseeintegrityineverylawenforcementactandfeelfairnessandjusticeineverylawenforcementdecision.Beingproblem-orientedshallbeadheredto,andfocusshallbeputonprominentproblemsinadministrativelawenforcementinkeyfieldsandtherootcausesthereofshallbefoundtoeffectivelysolvethem.Actualeffectsshallbealwayshighlighted,andbasedontheactualcircumstancesofgrassrootsadministrativelawenforcement,thepertinenceandactualeffectivenessofmeasuresshallbeenhanced,andthequalityofadministrativelawenforcementshallbesteadilyimproved.Overallplanningandcoordinationshallbeadheredto,andeffortsshallbeconcentratedonenhancingsystemicnature,integrityandcoordinationtoadvancethecoordinateddevelopmentofadministrativelawenforcementandallotherworkmanagedbythegovernment.3.
