OfficialReplyoftheStateCouncilonApprovingTemporaryAdjustmentstotheImplementationoftheApplicableProvisionsoftheRegulationofthePeople'sRepublicofChinaontheRegistrationofShipsinHainanFreeTradePortDocumentNumber：LetterNo.422022oftheStateCouncilAreaofLawVessels1.evelofAuthority:Regulatorj,DocumentsoftheStateCouncilIssuingAuthority：StateCouncilDateIssued：05-05-2()22EffectiveDate：05-05-2022Status:EffectiveTopic:Hainan'sComprehensiveDeepeningofReformandOpeningupOfficialReplyoftheStateCouncilonApprovingTemporaryAdjustmentstotheImplementationoftheApplicableProvisionsoftheRegulationofthePeople'sRepublicofChinaontheRegistrationofShipsinHainanFreeTradePort(LetterNo.422022oftheStateCouncil)ThePeople'sGovernmentofHainanProvince;andtheMinistryOfTransportandtheMinistryofJustice:YourrequestforinstructionsonapprovingtemporaryadjustmentstotheimplementationoftheapplicableprovisionsoftheRegulationofthePeople'sRepublicofChinaontheRegistrationofShipsinHainanFreeTradePorthasbeenreceived.Thefollowingofficialreplyisherebygiven:InordertosupporttheconstructionofHainanFreeTradePort,inaccordancewiththeMasterPlanfortheConstructionofHainanFreeTradePort,theMinistryofTransporthereby国务院关于同意在海南自由贸易港暂时调整实施中华人民共和国船舶登记条例有关规定的批复(国函(2022)42号)海南省人民政府，交通运输部、司法部：你们关于在海南自由贸易港暂时调整实施中华人民共和国船舶登记条例有关规定的请示收悉。现批复如下：为支持海南自由贸易港建设，按照海南自由贸易港建设总体方案，同意自即日起在海南自由贸易港暂时调整实approvestemporaryadjustmentstotheImplementationofparagraph1(2)ofArticle2oftheRegulationofthePeople'sRepublicofChinaontheRegistrationofShipsinHainanFreeTradePortasofthedateofissuanceofthisNotice.AsregardsshipsregisteredinHainanFreeTradePortandonlysailingoroperatinginHainanFreeTradePort,therestrictionsontheproportionofforeignsharesheldbyshipregistrantswillbecanceled.ThetransportdepartmentofHainanProvinceandthemaritimesafetyadministrationandotherappropriatedepartmentsshallestablishaworkcoordinationmechanism,strengtheninformationsharing,andtakenecessarytechnicalmeasurestostrengthenthesupen,isionandadministrationoftheregistrationofrelevantshipsandthewholeprocessoftheirnavigationandoperation,inanefforttoeffectivelymaintaintheorderofdomesticwaterwaytransportandmaintainnationalsecurity.ThespecificadministrativemeasuresshallbedevelopedbythePeople,sGovernmentofHainanProvinceandbeimplementedaftertheapprovalofthetransportdepartmentoftheStateCouncil.StateCouncil施中华人民共和国船舶登记条例第二条第一款第二项的规定，对在海南自由贸易港登记，仅从事海南自由贸易港内航行、作业的船舶，取消船舶登记主体外资股比限制。海南省交通运输主管部门与海事等部门要建立工作协同机制，强化信息共享，并采取必要的技术措施，加强对相关船舶登记环节以及航行、作业全过程的监督管理，切实维护国内水路运输秩序，维护国家安全。具体管理办法由海南省人民政府制定，经国务院交通运输主管部门同意后实施。国务院May 5, 20222022年5月5日
